Traveling on Mumbai’s famous local trains is an essential part of daily life for millions of people. However, recent reports show a surprising and sharp rise in the number of people trying to ride these trains without paying for a ticket. Western Railway has responded with a massive crackdown, leading to the collection of more than one hundred and seventy-two crore rupees in fines over the last ten months.
This major enforcement drive took place between April 2025 and January 2026. During this period, dedicated teams of ticket checkers worked around the clock at stations and inside moving trains to ensure everyone had a valid ticket. The results of their hard work are staggering. Official data shows that nearly twenty-seven lakh passengers were caught traveling without a proper ticket or with some other irregularity, such as carrying unbooked heavy luggage.

The total amount recovered in fines reached exactly one hundred and seventy-two crore and fifty-five lakh rupees. This represents a huge forty-seven percent increase compared to the same period in the previous year. It seems that as the city grows, more people are attempting to bypass the ticketing rules, which has forced the railway authorities to increase their vigilance.
The month of January 2026 was particularly busy for the enforcement teams. In that single month alone, Western Railway collected over seventeen crore rupees in penalties. They caught more than two lakh and eighty thousand offenders in just thirty-one days. This shows that the railway is not relaxing its efforts and is determined to stop ticketless travel permanently.
A large portion of these fines came directly from the Mumbai suburban section. Between April and January, ticket checkers in Mumbai caught nearly ten lakh people traveling illegally on local trains. This part of the network alone contributed over forty-five crore rupees to the total fine collection.
There was a special focus on the air-conditioned (AC) local trains. These trains are more expensive and offer a cooler, more comfortable ride. Unfortunately, many people try to sneak into these coaches using regular second-class tickets or no ticket at all. To stop this, Western Railway formed special task forces to carry out surprise checks on AC services. These teams caught over one lakh unauthorized passengers in the AC coaches, resulting in more than three crore rupees in fines. This was a massive ninety-seven percent jump in penalties compared to last year.
The railway authorities emphasized that these drives are not just about collecting money. They are about fairness. When people travel without a ticket, it causes a loss of revenue that could be used to make trains safer and more modern. It also leads to overcrowding, which makes the journey uncomfortable for honest passengers who have paid for their tickets.
Beyond simple ticketless travel, the authorities are also dealing with high-tech fraud. Recently, a passenger was caught using a fake digital pass on her phone. She was handed over to the Railway Police for legal action. Western Railway has appealed to all commuters to always carry a valid ticket or pass and to follow the rules to avoid heavy penalties and legal trouble.
