The new rule allows forty six licensed vendors to operate on trains traveling between Chhatrapati Shivaji Maharaj Terminus and Kalyan. The Central Railway says this contract will last for three full years. Railway officials explained that they took this step to solve a different problem. They believe that bringing in official, licensed vendors will help push away the illegal, unlicensed sellers who currently roam the trains. The officials also stated that these licensed sellers will charge the correct price for their items and provide better quality goods to the passengers. They also hope to make a good amount of money from the fees these hawkers will pay.
However, the people who travel every day strongly disagree with this explanation. Various passenger groups are very angry. They argue that local trains are already packed with people, leaving no room to stand properly. Adding people carrying baskets of goods will only make the journey much worse. The biggest fear is about passenger safety. If someone slips or if there is an emergency, extra people blocking the walking space could lead to accidents.
One of the major problems with this new contract is the lack of clear rules about time. The railway administration did not give specific hours for these hawkers to work. Travelers are worried that these vendors will try to sell things during the busiest peak hours when the trains are filled beyond their limits. During these hours, people are already pushing each other just to get on or off the train. Having vendors moving through the crowd to sell food or water will create pure chaos and unhygienic conditions.
Because the Central Railway refused to cancel the order, passenger groups took their complaints to the highest level. The Suburban Railway Passengers Federation wrote a letter to Chief Minister Devendra Fadnavis. They are asking him to step in immediately and cancel this decision to protect the safety of the public. They pointed out that an idea just like this was suggested a few years ago. Back then, it was quickly cancelled because the public and politicians protested against it. The president of the passenger group said the current decision was made without asking the people who actually use the trains every day.
Many daily commuters feel that the railway administration cares more about making extra money than about the comfort of the passengers. Some travelers even suggested that the top railway officers should try traveling in a regular train compartment during the morning rush. They believe that experiencing the extreme crowd firsthand would show the officials why adding hawkers is a terrible idea. For now, the people of Mumbai are waiting and hoping that the government listens to their complaints and stops the plan before it causes serious trouble.
